The camp was built in the beginning of 2015 by the Emirates Red Crescent which cost USD$10 million and built approximately 1,000 units.
Most of the people who flee from the Islamic State (IS) in Mosul and arrive in Peshmerga front lines near Makhmour are sent to the Dibaga camp, after they pass Kurdish security check.
This camp is Overcrowding whit a lack of staff
According to Peshmerga commanders, jihadists often send sleeper cells with people who escape from Mosul to the Kurdistan Region, aiming to conduct terrorist attacks in the Region, but they are confident that no sleeper cells will be able to enter the Kurdistan Region due to their security belt on the front lines.

Barzanke looks more like an archaeological site than a settlement. In this village, the Sunni jihadists were welcomed and the number of black flags that sprouted immediately, according to Kurdish troops, suggested that most of the inhabitants were already Islamic State of Iraq and Levant (ISIL) supporters. Currently, these streets are still dangerous due to the mines that have been laid. Some houses were bombed by US forces airstrikes, others may have been struck by the Peshmerga as they tried to dislodge the ISIL fighters who had seized the area last August

Evros fence was built in 2012 to prevent refugees from passing the Greek-Turkish border. The fence is 12klm long and it is occupying the land part of the 70klm border. The rest of the border being on a natural frontier, Evros river is more difficult for refugees to cross.
